Changes Coming to PDN

The Michigan Department of Health & Human Services (MDHHS) is proposing a new Medicaid Private Duty Nursing policy for children under 21 that would remove the 16 hour limit and make other changes.

The new policy:

  • Removes the 16 hour hard limit on PDN for children
  • Requires parents to sign off on skills training checklists
  • Considers the availability and capacity of parents and legal guardians to provide nursing, specifically their work, school, health, and other responsibilities
  • Says children who receive PDN are ineligible for respite
  • Says schools have the sole responsibility to provide nursing services during school and school transportation
  • Makes other changes.

The proposed policy does NOT:

  • Change PDN eligibility criteria
  • Reject the concept of PDN as a transitional benefit
  • Address paid parental caregiving
  • Allow direct care services like CLS to be provided at the same time as PDN

If approved, it would start November 1, 2025.
