Main Concern
Eligible individuals are not being properly screened for and enrolled in Disabled Adult Children (DAC) Medicaid, causing wrongful loss of full Medicaid coverage and the imposition of burdensome spend-down requirements.
Summary
This work began in 2024 to address the longstanding, statewide issue of the Michigan Department of Health and Human Services (MDHHS) failing to properly assess and enroll eligible individuals in DAC Medicaid, resulting in loss of full Medicaid coverage
Outcome
As a result of advocacy and threatened litigation, MDHHS revised its DAC eligibility screening process in 2025 resulting in improved identification and enrollment of eligible individuals transitioning from SSI-related Medicaid. MDHHS also committed to a retroactive review of potentially eligible individuals. DRM is now investigating instances of missed DAC eligibility at application.
